Goldbear, put some buy orders on water utilities companies, certainly, u've only got to worry about credit risk from ur low income consumers (but I guess that is obvious) & interest rates being higher than ur water regulator allows you to charge for your toil building customers' sewerage, infrastructure & the occasional water treatment plant for all the new dog box housing estates (but that is obvious too).
