I give you credit at least for being OSTENSIBLY as skeptical when you hold as when you don't
RE timelines and target dates - if you've ever had anything to do with project management and engineering - IE project development that depends on contractors / 3RD parties, funding assurances, governmental and regulatory approvals etc etc - you will KNOW that it is a GIVEN that projects NEVER run on time and on top of that have a tendency to blow out on costs ... christ even the mighty WPL (yes I know, limited usefulness in comparison given the monstrous scale of WPL viz MHM, but nevertheless) hasn't kept to time and budget forecasts ... problems with assumed metrics arise... issues arise that weren't even concieved of initially...
project development isn't an academic exercice - it occurs in the real world where shit happens to mess continuously with the "best laid plans of mice and men" or so Ive heard
