What one can conclude from the graph that u have
posted is that at current EPS stock HISTORICALLY HAVE TO BE AROUND 30 DOLLRS.
Markets do not always follow a linear move
and some times they are early in rewarding a stock and some time there is a lag.
If current scenario remains improving
then one can expect the stock EPS and STOCK price to come back to its old relationship in 2025 some time.
