IMO he won't get funding for BOSS unless the lenders see a constant supply of ore on those shuttles. So taking over atlas will progress the BOSS system. Its not viable under 20mt, He doesn't have 20mt without atlas. Once the reserves are proven to the investors then he'll knock of those tenements.
