It is possible the new CEO was just doing what most CEO's and new government treasurer do. Write down as much stuff as possible early during the new tenure period so that when bonus time comes around and everything is written back up it looks like you have done a great job and needing of a reward.
In his interviews he was pretty confident of LOM's future.
