The FDA is tasked with making its decisions and approvals on gold standard scientific trial results.
The scientific null hypothesis is that a treatment doesn't work until a randomised, controlled, double blinded trial proves that its does
Investors primary interest is making money with a rising share price.
Their null hypothesis is that the treatment they have invested in does work until someone can prove that it doesn't, and even then they won't believe it.
So there is a conflict of interest...
