Ummm... because the Chairman of the company informed shareholders through the ASX that he would pay for his Rights Issue at 1.8c per share as he asked other shareholders to do, in fact recommended to shareholders to do. As kev pointed out often a measly few grands worth, for a measly few grand the Chairman broke his word to shareholders. Very sad.
