Obviously it progresses to the point of rejection by the Department, and is returned for revision required to make it compliant. You'd have to suppose the Department is advising of issues and areas that must be addressed, before approval can be granted. Are those responsible for the submissions able to grasp the requirements? Are delays a result of NWE or their agent being slow to make required changes, and then re-submitting? ( And from the NWE side - it's probably a 'too hard basket' thing for two-and-a-half employees to cope with; plus, those school holidays come round pretty quickly, you know!)
