HSP, I am afraid your shorts are based on wrong assumptions. As CCV has announced, it has used new NCC compliant system since 1 Jul 2013. Only NSW and QLD had a 48% cap including fees before 1 Jul 2013. VIC did have a 48% cap but excluding fees. Other states did not have any cap.
Since NSW class action has been settled, QLD one is the last one in Australia.sd
