ejd99, as Mike Quigley stated, it is about helping bring an end to the political debate over which technologies should be used, it has nothing to do with the current NBN plan that is being implemented.

In other words Mike Quigley is confident the current NBN direction is correct and he has confidence the report will confirm this and remove some of the political elements in the debate.

The support for the report is because Mike Quigley believes it will take the wind out of the current anti NBN political debate.

    Regarding FTTH and FTTN.

The current Liberal FTTN plan is claimed to be only $15 billion cheaper than Labor's current NBN plan.

The Cheaper version of FTTN is not upgradable to FTTH and would leave Australia at a disadvantage in a very short space of time.
White Elephant would be more aptly a term associated with limits of Liberal's FTTN than the current FTTH NBN.

The original FTTN plan did not include all the costs, hence why the Liberal's NBN plan is more expensive than the original.

The link below is for the Corporate Plan 2012–15 of NBN Co. which will explain among other things, some of the funding detail.
