    ejd99, you are correct, FTTN will only be used in some of the more difficult instances. (From memory, mainly for multi dwelling buildings with access issues.)

    There was a document release quite a while ago by the NBN which went into detail about where FTTN would be used, it also included strategies for cost control. (I can't recall the title of the document off hand.)

    The copper network will be decommissioned area by area, as the NBN is completed (with a transition period).

    Testrsa are being paid for access to pits etc, the decommissioning of their copper network and a goodwill payment per customer for the migration of Telstra's customers over to the NBN infrastructure.



    The Lib's FTTN would require going back to the start to negotiate the use and or purchase of Telstra's Copper network from the Cabinet to the home.

    Who would own the copper component and maintain the copper would need to be negotiated, also issues with the ACCC, and open access issues would all need to be addressed.

    Because of these issues, both the Liberals and Labor NBN versions would take similar time frames to completion, and I believe the cost difference would be a lot less than the Lib's claimed $15 billion.
