How much is spent on administrating the unemployed's 9.6 B?
Start a scheme where the employed contribute to a personal unemployment fund, which if unused at retirement age gets added to the individuals super fund.
Take a look at business grants in general.
Should some be able to "retire" at an age of say 26 (to sessions in parliament?)
Based on the fact that the death penalty doesn't work, euthanasia wont work (tic).
Look at government contracts.
Take a long look at healthcare (over service, fraud, rates of payment, etc...)
Lots of points mentioned above as well, all politically dangerous as each receiving group want to protect their benefit but bag other payouts.
