Generally speaking, maybe the government should send out a paper survey, outlining what they propose to do for a Year in point form. Explanation and reasons first and then a brief "agree Y /N" to the points return sheet which should be computer readable and easy to process.
Send out enough to a decent spread to get a decent representation of society, to say at least 1 million homes. After collating they could decide what to do, they could for instance decide to sell the ideas that just fail to pass a little more or whatever.
Do it themselves, not through contractors. In this way it would not be necessary to back down on matters as they would have majority acceptance to fall back on.
Post Office should be happy with this as well.
In this way most long term routine matters could be pre approved and hoprfully easier to implement.
