They are options which give you an option to convert to ESI shares for a specific price (in this case 1.5c) by a specific date (in this case 31 July 2019).
So if you hold the options, you can convert at any time for 1.5c per option at any time before 31 July 2019. Or you can trade them on market for their current value.
