It's nothing to do with scare campaigns. It's someone who wants to guarantee that they'll cash out in the auction at 4.10 pm. By coming in with a sell at 0.002, they will match up with orders earlier than those selling at 0.003 and 0.004, thus the transaction is guaranteed (@0.004 in this case, regardless of the fact that they bid at 0.002). Those who were selling at 0.004 didn't all get their transactions processed as there was not enough buy orders for the auction to satisfy all the sell orders at this price, as such, they missed out and will need to wait until market open tomorrow (at which point, the price may fall further and they missed out altogether).
