They are refering to concentrate grades not primary ore grade.
DeGrussa's 0.25mt at 17.6% Cu is the grade of the primary ore.
Based on their announcement they don't expect the remaining drill holes to be as good. Copper minerals can easily be recognisable in core and their % estimated.
The good news is that they may have a Cobar-type deposit rather than a low grade porphyry Cu-Au deposit. Cobar-type have high Cu (~5%) and possibly separate parallel Pb-Zn lenses. Have a look at YTC data to get some ideas of grades and widths. Also look at the amount of drilling needed to prove it up.
While a rough estimate of copper to gold grades can be undertaken, copper is sold as 20-30% Cu concentrate to a smelter whereas gold is sold to a refiner at very close to a pure gold-silver mix of metals. There are smelter payments such as transport costs, penalty metal fees and ~$250/tonne of concentrate smelter fees that reduce the value for the base metal miner.
