Check out the global resources of REE in the following s table (taken from the "Study of the Rare Earth Resources and Markets for the Mt. Weld Complex", Lynas).

As far I know there are two bigger resources, the Tuomutur and the Shibin rare earth deposits. Unfortunately, I don`t have any further details about these resources. Information in general are quite difficult to get.

In January 1993 the US Geological Survey estimated Russian Federation's reserves of rare earths as 19 Mt(REO), representing around 19% of the world's total reserves. Rare earth resources in Russian Federation are concentrated in titanoniobates ( such as loparite),phosphorites( such as apatite) and fluorocarbonates (such as yttrosynchisite ). Commercial quantities of rare earth products have been recovered in Russian Federation mainly from apatite.

There are strong economic connections between Russia and China. I just see the risk that China could help Russia pushing the REE industry.
