Doubt they dilute 30%.
There are other means to obtain funds without issuing shares/diluting for the full amount required.
Maybe 400million shares to insto’s and some type of loan, maybe a federal loan for the remaining 200million
Dual list and go for the US energy department loans.
Should be no problem with 80million in the bank.
