I cant explain the share price, other than Zeta appears to be a seller for reasons associated with their financing. Nothing to do with PAN.
The question as to why someone has not stepped up to make a bid I cannot answer. Only that the company is still in a ramp up phase and possible lack of confidence in production forecast and nickel prices. The recent production issues in the processing mill, did not help.
