yes Telstra should have been utilised. but as it was no longer a Gov owned utility..... could you imagine the outcry from the Libs if Rudd had signed Telstra up to do the job without offering contracts all over the place?

perhaps Howard was wrong to make Telstra public? nah, I don't think so. they've gone from bad to worse from what I've read but still better to let business make massive profits and reduced service delivery.
