Wide spread rainfall would certainly help.
This equals sustainable cost efficient milk supply, processors always do better when there is surplus milk supply.
I also think people have to except to pay more for dairy products, with out the large food chains putting all the profits
in there pockets. (Don't ask me how to prosecute this last sentence.)
