You mention voting at AGM....
looking at the figures, There were only approx 1050Million of the 1722Million shares who voted in some way ( Yes, No, Abstain).
This represents a turnout of approx 60% of shares, and with the biggest ( about 190 from Annual report) shareholders holding around 78% of ORG, it would appear that quite number of them just did not lodge ( or had no interest in lodging) any voting intent for the 2 motions at AGM.
I do think however, that there will be a much greater voter turnout for this SOA meeting.
