Cityview got a 'please explain' from the US in regards to it's direct investment with Quest due to their relationships with 'unsavoury countries' (a pipeline deal with Iran I think).
At the time, CVI were looking to increase their holding in Quest but had to back off - doing the deal with European Oil was a way of keeping a foot in the Quest door.
MS told me ages ago (via email)that the Quest thing was all about access to the Dubai financials... he didn't confirm what I said in the first paragraph - that's my interpretation after reading the US SEC filings.
