The macro picture is that Angola govt are buying the upcoming election for US$1.1billion in return for big US investment into its oil and gas projects via Pendasor.
Put my bottom dollar that Pendasor are left with some creamy oil plays too. Merger won't happen between CVI/Pendasor until the US has maximised its earning potential through this cheeky vehicle.

Just check out Pendasor chart history for confirmation of my theory. Took me 3 hours into total to find (not very well hidden imo)
Conclusion: CVI is smack in the middle of a major US oil position play in Angola (or about to be once funding is committed to Pendasor)
