Maybe the well is not verticle, ie offset from the target, is that a possibility ?? also they have said that the targets were identical, maybe identical but at further depth and we are taking the statement literally and assuming that the depths are identical. Either of above would explain the extra depth without entering target.
The only two other possibilities IMHO
