According to Scout's December Quarter Update, the camera will have night vision (built-in infrared), high-definition 1080p video and two-way audio. I presume if it has verified video, meaning Scout's monitoring centre can verify an event to police through video footage - then the ability to record for later viewing will be a given. It is also an easy feature to add and probably hasn't been highlighted in the update for that very reason.
Considering Scout already offers a motion sensor for $62.72 (AUD), and Nest's camera's cost about $319 (AUD). If it costs less than $250 (AUD) I think it's a good addition.
