Your post re: laying fibre optic and communications tower is a positive sign if that ia what is happening. I would be pleased to know how you came about this information.
One of the first steps they would do in regard to construction would be to install comunications. In spite of whats taking place in the financial markets this project looks very attractive. This resource is needed by the mordern world, so my feeling is that it will be a winner.
