I would suggest that part or all of the rejection was due to insufficient graft being proffered. Greasing palms, bribes et al are a way of life on the sub continent. If you have, or know anyone who has, tried to obtain approval, get licencing etc., etc., to set up a venture in India then you will know what I'm talking about. Cheers, Carl.
