I read that their take on lending Chinese money to everybody and anybody, provided of course that money is paid back within a given time frame, is "promoting peaceful development".
Western Nations do not ask for money to be paid back when given to poorer countries to assist their development...it is gifted with no strings attached. As written above, you can be there will be some onerous conditions hidden in the fine print of any signed agreements with China.
