Renewable energy. Singapore does not have enough electricity generation capacity to allow it to become a data center hub.
Singapore owes it's place in the world as an intersection point of undersea cables (ie communication hub, business hub). Open question is will they remain a hub without massive datacenter infrastructure? The government moratorium was a pause to plan as they could see they neither had the land for flat data centers, or electricity generation. So adding more data centers wasn't the answer until you solve the electricity (has to be RE) and space problem.
Australia can supply the electricity and Next Dc knows how to build and operate vertical data centers.
