now because the Govt listened to PS advice they call it bad as demonstrated by the opposite good that Morrison did by keeping a secretive PS fragmented into groups and barred from communicating (ref. the Robodebt PS culture and secretive ministers), creating paranoia and anxiety over what one could say and what not to say.
