Interesting timing that you post this as I was just doing a bit of research on Walker myself. I actually had that businessweek link up myself - coincidence? lol.

Mathew Walker is not a director of VTX but he is now a substantial shareholder in the company via on-market share purchases. Some points to note:

1) APPOINTMENT OF MANAGER TO THE SPP SHORTFALL OFFER notice dated 17/11/14
86,500,000 VTX shares (at a price of $0.01) and 17,300,000 options allotted to Cicero Advisory Services Pty Ltd. Mathew Walker is the Chairman of Cicero and James Robinson (director of VTX) is also MD of Cicero. http://www.cicerocorporate.com.au/advisory/our-people

2) Becoming a Substantial Holder notice dated 11/12/14
Walker purchased 19,940,005 VTX shares on-market during November and December for a total consideration of $167k (average price $0.084)

It is worth noting Cicero have had some recent success, in particular with their involvement in ZIP and NXR. There are a lot of shells on the ASX who are looking to get into the technology space, but IMO you need to follow the smart money and those with a proven track record.
