March 2021 is a "key" financial indicator for many countries, as some start to roll back their stimulus to either offering nothing, or slim pickings for the fortunate few. Now if we are talking politics and the controversial world control, then the more desperate (Shady) countries will roll out a form of a vaccine (by hook or crook!). Countries will need to start kick starting their economies by Q2 2021, and only way to do this is to find solitude with a form of a vaccine and promote immunity (again we will not be sure of immunity till 2023+). The brave few will try to dip their toes in other countries, but the educated majority will observe the results before stepping on the plane with their passports. And Politicians and their parties will want to be the savior to the people by stating that they have made their country great by opening up with a proven vaccine, by promoting increase in GDP and jobs.
