China is exporting 97% of the worlds REE atm and they cut back 40% on last years exports because of domestic demand for the stuff (energy efficient light globes, wind powered turbines etc). 7 components make up the magnets needed). Anyway the cut back on exports from China has created a massive short fall that is only just being recognised.
