The SiYi JV details (including the 15% stake and representation on the board) and progress with the JV are spelt out in the rights prospectus. This is available on-line as part of the announcement.

I do not know a great deal about SiYi but I believe it is a company set up as a vehicle for the JV and that it is very close to the government. It will, in fact, be a vehicle for a virtual monopoly market.
