vwboy - put it this way: I think your suggestion is correct - there are only two people who know the date the TOL will be issued, the Minister and NC. When LYC say "a date to be determined" they mean "which we can't reveal just now."
There are those that might think that ministers don't/shouldn't maintain backchannel communications to companies they are charged with regulating. They might be considered somewhat naïve. (Scandalous suggestion as that might be.)
