Not only does the minister need to make a decision, but he needs to provide clear and concise answers from experts to cover off the pertinent issues regarding the lyc plant that has been put to him via the anti group and persons.
On the flipside, he would need to quantify why the tol has been suspended pending a judicial review, if he and more importantly the experts believe any area has not been addressed to the satisfaction of a tol issuance.
Either way, this takes time especially when he would require written text in hand to cover off all concerns put to him.
Dont expect a decision in haste, it could very well take another week or so imo.
I believe the longer it takes the better going forward with this plant for all concerned.
