I agree... his decision will be picked to pieces whichever way it goes.
Politically, if the anti-lynas component of the march on the 28th is MASSIVE... then he will probably send the documents back to the experts for even stronger evidence of his decision (assuming he even upholds the TOL).
I do not put it past the minister to panic and simply change the rules yet again (ie. make lynas jump through even more, higher hoops... perhaps set them alight this time).
