Past tense " had" . If wishing to sound affirmative and positive the correct word would be " have". "Had' implies that the company had done what they mention , but are no longer..
The use of the present tense " maintain" after the definitive past tense "had" is incorrect and non sensical.
Maybe he just likes obtuse phrasing . There's a few of us about lol
