I am not convinced that debt is a problem in a low-interest environment and pretty much all infra operators are leveraged to the gills. I also don't understand why fewer and more concentrated and escrowed shareholders is a problem.
And with a cash flow equivalent to 8% of market capitalization why shouldn't they pay dividends? In fact I would think missing the dividend would have driven the shares further down.
