Not sure what you expect - DYL is at least 3 years away from production- unless they have mentioned when they will be in production???/ anyone know this??
they will need a large capital cost to become a producer- U market not moving yet and if their cost to produce is around $35l/b then they would need to wait until U prices rebound - a low U price is uninspiring to investors right now- would be different if u suddenly spiked to $85 l/b
they Just caught up in the global market situation like everyone else
