We don't need $700m to move forward. Even if we stopped at a single module that would still provide good returns for shareholders.
It would be silly to think that the Canadian government would provide E3 $27m in grants to develop their DLE tech (which they most likely wont even use) and not provide grants or loans to Prairie to kick start production.
