Hualapai Tribe's Public Service Department, not the Hualapai tribal council which is the governing body of the Hualapai. The public services department is mostly a road and plumbing service that Ivan himself once worked for. The fact that they couldn't get the Tribal Council to speak on the issue could be interpreted in a positive way.
