That's not the way clinical trials are run. The vehicle is essentially the placebo in this case, whatever vehicle they use for the control needs to look and feel exactly the same as the real thing so neither the patient or the clinician knows whether it's real or not.
A trial run in the way you suggest would never meet FDA requirements
