I believe the reason why they use permetrex as the control is the principle that you only want a drug/product to contain substances that are necessary for treatment, you don't for example add some paracetamol(silly example) to the solution just because you can, you'd only add it if it can be shown to have an effect that is greater than the effect of the product without paracetamol. So the principle being tested here is whether or not permetrex with CBD is more effective than permetrex alone.
