I wanted to investigate further the Pacific Coastal Wave Energy Corporation (“Pacific Coastal”, owned by REH) and Global Energy Horizons Corporation (“GEH”) wave energy investigation off Ucluelet, Vancouver Island because I had heard Finavera were previously investigating wave energy there. (In April 2009, Pacific Coastal was awarded CAD$2m through British Columbia’s Innovative Clean Energy (“ICE”) fund to develop a wave energy project off Ucluelet.)
Here's a document about what's going on in Ucluelet, Canada, called "2008 COMMUNITY EXCELLENCE AWARD SUBMISSION - Ucluelet Sustainability Initiatives".

They seem to have a lot of useful looking sustainability initiatives on the go. Here are some extracts:
"Executive Summary
Although Ucluelet is a small community of 1900 people, we believe a number of our sustainability policies have made a difference in terms protecting the environment. We believe Ucluelet is unique in terms of its ability to implement sustainable policies on a broad scale which other municipalities can emulate. Rather than submitting one singular project, the District of Ucluelet would like to submit the following sustainable policy initiatives which have been initiated and implemented since 2006:
1. Comprehensive Development
2. Alternative Development Standards
3. Smart Growth Initiatives/Affordable Housing
4. Density innovation
5. Riparian Area Regulations
6. LEED (Leadership in Energy and Environmental Design)
7. Climate Action Initiatives
8. Wave Power Initiative"
"8. Wave Power
The District of Ucluelet is currently working on partnering with a Global Energy Wave Power to provide the community of Ucluelet with an “off-the-grid” power solution (Figure 11). The end goal is to be in the position to power the community from wave power and sell access power back to BC hydro in a profit-making venture. A test site has been identified in close proximity to Ucluelet’s current Light House and an exploratory permit has been acquired for the new technology (Global Energy - CETO) to be evaluated. Ucluelet is hoping to become the first wave powered community in North America."
Figure 11 is a CETO diagram. (You know, I think I would like to see an update to that graphic, now I've seen it so many times it is starting to look a bit dated!)
Finavera (AquaBuOY) had a project planned for Ucluelet but it looks like this failed when they more or less pulled out of the wave energy sector. (A test buoy sank and they have since pulled out of wave energy to focus on wind energy only). They have a page about the Ucluelet project on their web site but it is now blocked, although you can still see a cached version here on Google, LOL!

You can also still see the Finavera wave exploration/investigative use permit. It gives a nice map of the where the wave energy exploration was meant to occur. It turns out the permit terminated on August 1st 2009 - yesterday! It might have terminated even before then - Finavera had to "make reasonable use of the Land for the purposes set out in this Permit" and if not it could have been terminated by written notice 60 days later. I guess for legal purposes the ocean area in question is deemed to be "Land".
