I expect a lot of young people are curious about drugs and being young, they think they can handle them without getting hooked.
There will always be drugs but the supply of high grade ice from places like China is a serious issue to be addressed.
As you suggest, we aren't helping enough, and with something as addictive as ice, more money spent on prevention is needed.
