WHC is crappy SSCC compared to Daunia and Blackwater. Out of interest, one tonne od PCI coal, injected into the base of the blast furnace, saves 800 kg of Premium HCC. So good quality PCI ranges from 70 to 80% HCC price. Now I believe it is nearer to 65% (no verification just many articles) due to Russians selling highly discounted PCI and SSCC via backdoor to India and China.
