Yes barge loading is more costly and time consuming than convential loading but considering rey has sole access rights to the port that already has loading facilities REY is in a very lucky and advantageous position.
I know for a fact that cape sized vessels cost 40k a day to rent and there's atleast a 3 or 4 day advantage to india and even longer to china.
