Why spend your own money when you can have them issued to you for free. This seems to be how management of ASX listed co work. Or at least a vast majority of the ones I've invested in.
Or I do recall watching an interview with one of Aust leading fund managers. He was asked what stocks does he invest in.His is reply NONE.
He wouldn't invest his own money on ASX too volotile and risky. They then preceeded to drive around to the mega masions on Sydney harbour to show where all his money is invested.
